Mild diseases may not cause a huge dip in your savings, but critical illnesses, such as cancer and stroke , or a condition that requires surgery, may put you and your family in a financial crisis. To help ease the burden, here’s how you can find medical assistance in the Philippines.

Office of the Vice President (OVP)

The Office of the Vice President can provide medical assistance in the Philippines since it has Memorandum of Agreement with multiple private and government hospitals, private dialysis centers, and medical supplies and diagnostic centers. 

The client can request assistance once a year but may not be eligible if they are in a private ward or private room by choice .

Senate Public Assistance Office

To still be of service to the people, the Senate Public Assistance Office has launched the online application for medical assistance in the Philippines. 

The procedure mainly involves preparing the Medical Assistance Form , necessary requirements, and a personal letter addressed to the senator (email). Afterward, send them to the senator’s email address. People who cannot submit their application online may still submit them to the dropbox located at the senate entrance gate.

The DOH’s Medical Assistance Program

If you’re in need of medical assistance in the Philippines, you might want to look into the Department of Health’s Medical Assistance Program (MAP) . 

Eligible beneficiaries include those who are seeking consultation, examination, rehabilitation, or otherwise confined in government hospitals regardless of room category. 

Generally, the DOH has partnerships with various hospitals. If the hospital has already received funds for MAP (Retained Health Facilities with Downloaded Funds), you can ask for financial medical assistance directly from the facility. The hospital will then process everything. 

For non-DOH hospitals and those without downloaded funds yet, you may ask for assistance from the MAP Unit. 

Note that the program doesn’t release funds directly to the patients and that professional fees are not covered.

Philippine Amusement and Gaming Corporation (PAGCOR)

The PAGCOR has a “no contact application” for people who need medical assistance in the Philippines. As of now, they prioritize patients who receive chemotherapy and those undergoing dialysis . 

Instead of queueing, you may send the required documents to the dropbox at the lobby of PAGCOR Corporate Annex, 1105 United Nations Avenue, Ermita, Manila. 

After the submission, updates will be sent thru SMS or text messages. PAGCOR officials also emphasize that they will not process fake and incomplete documents.

Philippine Charity Sweepstakes Office

People who want medical assistance in the Philippines often go to PCSO. 

Through their flagship program, Individual Medical Assistance Program, they provide clients with a guarantee letter indicating that PCSO is assuming the obligations for a specific amount due from the client for the services the healthcare facility rendered. 

You can ask for assistance for the following:

• Confinement
• Chemotherapy
• Medicines

Department of Social Welfare and Development (DSWD)

The DSWD offers medical and hospitalization assistance to people in crisis, those who are indigent (as certified by their barangay), and those who haven’t availed of their Crisis Unit Intervention assistance within the year. 

The processing time varies. For instance, the issuance of a guarantee letter only takes about 20 minutes, cash disbursement may take a little less than an hour, and issuance of a check may take a couple of days.

Likewise, DSWD also provides financial assistance to people who need medicines. In their Memorandum Circular, it is mentioned that eligible beneficiaries needing less than 5,000 PHP may only need a confirmation from a doctor about the veracity of the prescription. For amounts, more than Php5,000, a Social Case Study Report is required.

MANILA, Philippines – Poor Filipinos can now turn to the Department of Social Welfare and Development (DSWD) in order to get prescription medicine for free.

The DSWD announced on Tuesday, January 3, that it has started to provide medical assistance through its Assistance to Individuals in Crisis Situations (AICS program with   funding from the Office of the President. 

“President Duterte, very much aware of the high costs of medicines and the numerous indigent patients who cannot afford to buy prescription drugs, allocated P1 billion from the President’s Social Fund to enable these patients to access badly-needed medicines,” Social Welfare Secretary Judy Taguiwalo said.

Kickstarting the program is Memorandum Circular No. 16, released by Taguiwalo. It supports the Department of Health’s (DOH) ongoing free medicine program for indigents called Medical Assistance Program (MAP).

The circular particulalry “mobilizes DSWD Field Offices III, VI, VII, XI and the National Capital Region (NCR) to provide medicine assistance to indigent patients/clients, pending Malacañang’s fund transfer.”

The P1 billion is yet to be transferred to the DSWD but the department says it it willing to “ foot the bill in the meantime.” Five percent of the funds, said Taguiwalo, will be used for project management.

How it works

Those assisted by the program will not get cash to pay for medicines but referral letters from the DSWD which they will have to bring to DSWD  partner-drugstores and hospital pharmacies.

Aside from indigents, those who may avail of the program include government employees and contract of services workers, and those who are facing crisis situations “as determined by DSWD social workers.”

Beneficiaries should first submit requirements to the nearest DSWD Crisis Intervention Unit (CIU) located at the Central Office, field offices, and satellite offices in the provinces.

The following requirements must be submitted: 

• Clinical abstract/medical certificate with full name, signature and license number of the attending physician (issued not later than 3 months)
• Doctor’s prescription with date and the name of the patient. The prescription should be signed by the attending physician with license number indicated.
• Barangay certificate of indigency or Indigent Card issued by the medical social service of the hospital
• Any valid ID of the client

Beneficiaries will have an easier time getting their prescription medicines if they cost P5,000 or less. In this case, the DSWD only requires the confirmation by the doctor or their duly certified representative to verify the prescription.

For medicine assistance worth more than P5,000, a social case study report prepared by the local government social worker or medical social worker may be required.

“A social case study report is needed as a supporting document for assistance more than P5,000. A client can avail of the assistance only once  within 3 months ,” said Taguiwalo.

To improve and speed up assistance to beneficiaries, the DSWD is also eyeing partnerships with qualified service providers.

For now, the DSWD is set to enter into Memoranda of Agreement with the hospitals listed below, chosen because they are in areas with high poverty levels:

• University of the Philippines – Philippine General Hospital in Manila, NCR
• Jose B. Lingad General Hospital in San Fernando, Pampanga, Region III
• Western Visayas Medical Center (WVMC)  in Iloilo, Region VI
• Vicente Sotto Memorial Medical Center (VSMMC) in Cebu City, Region VII
• Southern Philippines Medical Center (SPMC) in Davao City, Region XI
• Davao Regional Hospital (DRH) in Tagum City, Region XI

How to Apply for DSWD Death/Burial Assistance Program

For the poorest, most vulnerable, and disadvantaged sectors of Philippine society, the Department of Social Welfare and Development (DSWD) has a program that offers much-needed financial aid. This program is known as “Assistance to Individuals in Crisis Situations” or simply, AICS .

At present, there are four different types of financial aid provided through DSWD’s AICS program: educational assistance , medical assistance , death/burial assistance, and transportation assistance. In this article, we will talk about the requirements and procedures for availing of death/burial assistance.

What is AICS Death/Burial Assistance?

As the term suggests, this type of assistance is given to poor, vulnerable, and disadvantaged Filipino families who have just lost a loved one. DSWD’s AICS program offers financial aid to help them with funeral and burial expenses.

Requirements

To apply for death/burial assistance due to the death of a family member, you’ll need to prepare a Valid ID (i.e. government-issued) and ANY of the following documents:

• Death Certificate (may or may not have civil registry number);
• Certification from Hospital, Doctor, Authorized Medical Practitioner, Imam (for Muslims), or Tribal Chieftain (for indigenous peoples);
• Funeral Contract (stating the cost and services rendered, full name, and signature of the funeral service provider — except for Muslims and indigenous peoples who may have their own funeral practices);
• Statement of Account;
• Certificate from Barangay (stating expenses made by the family in buying a casket); or
• Transfer Permit / Quarantine Permit (if the deceased needs to be transported to another place).

Additional Requirements

Aside from the above requirements, the following additional documents must also be presented for certain cases:

• Certificate of Balance / Promissory Note (in case there are any remaining expenses that must be fulfilled); or
• Social Case Study Report / Case Summary (in case the financial assistance to be given is more than PHP 10,000.00).

If you need to apply for death/burial assistance due to the death of a family member, simply head to the nearest DSWD office in your area. For instance, those in the National Capital Region (NCR) can go to the DSWD Central Office in Quezon City, whereas those in the provinces can go to the nearest DSWD Field Offices in their area. You can also visit a DSWD Satellite Office in your Local Government Unit (LGU).

The DSWD office in your area will instruct you on how you can apply for death/burial assistance. Typically, the process involves three major steps:

• Screening. This involves the submission of documentary requirements.
• Assessment. A Social Welfare Officer will interview you and assess your application, before determining the type of assistance that you need.
• Payout. Upon approval of your application, the financial assistance will be released.
